General FAQs
- What does "WILD" stand for and what is the purpose of a "WILD ID Number"?
What does “WILD” stand for and what is the purpose of a “WILD ID Number?” WILD stands for 'Washington Interactive Licensing Database' WILD is an automated licensing system which electronically links license sale computer terminals to a central database. WILD ID numbers are your 'unique identifier' for the WILD database. If you have purchased a WDFW recreational license since January 1, 2001, you have already been issued your WILD ID number. Your number may be found on any license document you possess.
- What are the residency requirements for Washington's recreational licenses?
Washington Administrative Code provides the clarification of recreational licensing residency: WAC 220-55-061 Residency of purchaser. <(1)> Purchaser of a resident fishing or hunting license is required to be a resident of the state of Washington, and pursuant to RCW 77.08.010(38), must have maintained a permanent place of abode within the state for at least 90 days immediately preceding application for a license, must establish by formal proof an intent to continue residing in the state. This also applies to persons whose primary residence is Washington but who maintain a residence elsewhere. <(2)> Primary methods of establishing that purchasers have maintained a permanent place of abode within the state for at least 90 days immediately preceding application for a license and establishing by formal evidence an intent to continue residing in the state is possession of a Washington state driver's license issued at least ninety days prior to application for a resident recreational license. Any licensed driver who does not have a Washington driver's license, issued at least 90 days prior to application for a resident fishing or hunting license, will be presumed to have not maintained a permanent place of abode within the state for at least 90 days immediately preceding application for a license, and will be presumed not to intend to be a Washington resident. <(3)> Persons who are not licensed to drive may use a Washington state identification card, issued at least 90 days prior to application for a resident fishing or hunting license, to establish that the person has maintained a permanent place of abode within the state for at least 90 days immediately preceding application for a license and to establish by formal evidence an intent to continue residing in the state. <(4)> Persons who are too young to obtain a Washington state driver's license may use a Washington state identification card or a school identification card to establish residency and to establish by formal evidence an intent to continue residing in the state. <(5)> Persons who cannot establish having a permanent place of abode within Washington for 90 days preceding license application and cannot establish by formal evidence an intent to continue residing in the state by means of subsection (2), (3), or (4) of this section may submit evidence of residency and intent to continue residing in the state to the department's license office in Olympia, and, upon determination of sufficiency of proof, the licensing office will issue authorization to allow purchase of a resident license. Such evidence shall include, but is not limited to, one or more of the following:(a) Becoming a registered voter in this state;(b) Receiving benefits under one of the Washington public assistance programs;(c) Paying higher education tuition fees at resident rates;(d) Maintaining an abode within Washington, as shown by utility bills, a lease agreement, a contract or deed to real property, or a county tax assessment; or (e) Documenting use of a residence address in Washington for federal tax purposes. <(6)> Notwithstanding the provisions of subsections (2) and (3) of this section, a member of the armed forces stationed at a military installation in this state (other than on temporary duty), is eligible to purchase a resident fishing or hunting license after presenting a valid military identification card and evidence that the member is stationed within the state, including, but not limited to, official orders or billeting documents. <(7)> Notwithstanding the provisions of this section, proof of residency and intent to continue residing within the state are satisfied by producing a resident fishing or hunting license issued to the license applicant during the previous licensing year, showing the purchaser's Washington Interactive License Document (WILD) number, and verbal confirmation by the purchaser that personal information has not changed.

Billing FAQs
- Is the online license sales website secure for credit card transactions?
- Yes, the online license sales website is secured for online sales using Transport Layer Security (TLS) to encrypt traffic. No payment information is saved or stored after confirmation of payment form the banking network.
- To keep security up-to-date, the site is frequently scanned for new vulnerabilities using a 3rd party security scan.
- What type of payment is accepted for online license sales?
- We accept Visa and MasterCard debit and credit cards. Please contact the Licensing Division at 360-902-2464 or email licensing@dfw.wa.gov if you are experiencing problems with your purchase.
- If the temporary license and receipt are not displayed after the transaction please call WDFW to verify and confirm the sale.
- If you have an email address in your account but did not receive an email confirming your online purchase, please contact the Licensing Division.
- Why did my credit card get declined even if I entered everything correct and I have sufficient funds in my account?
- Even if the credit card number is correct and a customer has enough money in the account, the credit card processor may sometimes decline a transaction request due to fraud protection, for example. It may also be due to network traffic problems between the Card Processor and the Card Issuer. (When our site initiates a transaction request by sending the card information and amount, the Card Processor communicates with the Card Issuer. If that communication somehow is broken due to network traffic jam, the Processor does not get the approval from the Issuer, and hence the request is declined.)
- If you have problems processing your credit card, check to see if all of your input information is correct and then try again. If you get the message saying your card is expired and it is not, check your system's clock and adjust it if it is not correct. If the situation is due to network traffic problem, you may get through when you try it later. Otherwise report the problem to your Credit Card Issuer.
- Is there an additional transaction fee for purchasing licenses online?
- Purchasing licenses online requires no additional fee. Your total fee will be the same as if you purchased your license through a local WDFW dealer.
- A 10% transaction fee to an original license cost for most license items within the WILD System.
- Normal dealer fees also apply to internet purchases.
- Why am I charged a dealer fee for online purchases?
Internet license sales are hosted by our vendor and are entitled to collect normal dealer fees.

Hunter Education FAQs
- Do I need to take a Hunter Education course before hunting in Washington?
- Washington State law requires all individuals born after 1 January 1972 to show proof of basic hunter education training before purchasing a hunting license. There are no exceptions to the law. Classes are offered year-round and interested individuals are encouraged to enroll in classes as early as possible. Summer and fall classes fill up rapidly and there may not be available spaces for late season classes.
- There is no minimum age required to enroll in hunter education, but instructors may require a parent or guardian to attend all classes if students are under 12 years of age.
- Non-resident hunters born after January 1, 1972 are also required to prove successful completion of hunter education training before purchasing a hunting license. Please plan non-resident hunting license purchases in advance! Failure to present the necessary documentation to the hunting license vendor will lead to disappointment!
- Individuals who have successfully completed hunter education training in other states need only show their out-of-state hunter education certificate at the time of license purchase. Please note that an out-of-state license is not the same as a hunter education certificate.
Hunter Reports FAQs
- Why do I need to report on my hunting activity?
The purpose of the mandatory reporting is to allow the Wildlife Program to receive harvest data necessary to better manage the game species. This in turn allows for more hunting opportunities.
- Why did the system not find my record when I am positive that my WILD ID, Last Name and Date of Birth are all correct?
- The most common error which causes this to happen is your information was entered incorrectly when your license was initially issued. Check your license documents to make sure your personal information is correct and you are using the exact name under which your license was purchased. If you find this to be the case, enter your information as it is shown on your license document to submit your hunter report. When you have finished submitting your report please e-mail WDFW at licensing@dfw.wa.gov to request the correction of your personal information.
- If your personal information is correct on your license documents, you may have mistaken a document number for your WILD ID number. Check your license document to see that you have entered your WILD ID number and not a document number, which varies with each document issued.
- If you still cannot access the listing of your transport tags please report your problem to WDFW at licensing@dfw.wa.gov or call 360-902-2464 and a representative will be happy to assist you.
- How do I find my WILD ID for the hunter report if I no longer have my license or tag?
- You will be able to find your WILD ID number by logging into the system with your username and password.
- If your personal information has not been entered into the WILD System correctly or you are not successful with the above process, please contact WDFW at licensing@dfw.wa.gov or call 360-902-2464 for assistance.
- Why are some of my transport tags not listed for hunter reporting?
- If you purchased a hunting package and did not pick up either your deer or elk transport tag for whatever reason, there is no need to report on that species. Hunter reports are based on the transport tags issued. If you did not pick up a transport tag, you could not legally hunt.
- It is possible that you have more than one WILD ID number in the system and you purchased your transport tags under a second number. Contact WDFW at licensing@dfw.wa.gov to report your problem and they will be happy to assist you.
- Remember that only successful cougar transport tags are required to be reported. To report a successful cougar transport tag you must do so in person at one of the WDFW offices. You can contact WDFW for more information on cougar reporting at wildthing@dfw.wa.gov or call the Wildlife Program at 360-902-2515.
- When I am reporting on my big game and turkey tags, why are there multiple reports required for some tags?
If you were selected for a special hunt permit you will be required to report on your general season and special hunt permit opportunity. In order to obtain a more accurate count of the number of hunters in certain areas during the hunting season, the Wildlife Program elected to have hunters report by opportunity.
- How can I make sure my hunter reports were submitted into the WILD system successfully?
- At the end of the reporting process for each report you will receive a confirmation number for future reference. Please write down this number and keep for your records. If you did not receive a confirmation number then your report was not processed. Try again until a confirmation number is provided.
- If you still want verification you can go through the submittal process again. Successfully reported transport tags will be listed as 'reported' with the date and time stamp of the completed report.
- If you are having difficulty reporting contact licensing at licensing@dfw.wa.gov or by calling 360-902-2464.
- How do I correct mistakes if my hunter report was entered with wrong information?
If you made a mistake on your hunter report it will not affect the purchasing of your license or transport tags for the following season. You are encouraged to send any corrections to the Wildlife Program at wildthing@dfw.wa.gov.
- Why did I receive notice from WDFW to report my hunting when all my transport tags have been reported?
- If you have recently submitted your report it may be that the notice was generated prior to your submittal. If you received a confirmation number when you submitted each of your reports, you may disregard the notice.
- The report you filed may not have been successful. If you sent an e-mail or sent your information through the problem reporting form it will not be considered a valid report. You will need to complete the report by using the online process. Hunters requiring assistance with submitting their hunting activity report may contact the Wildlife Program at 360-902-2515, Monday through Friday, 8 AM to 5 PM.
- Please view the Hunter Report section for information on the verification of hunter reports. If your reports were submitted successfully, they will be listed as 'reported'. If not, you will need to complete the online hunter report again because your previous report was not processed through the system.
- If you received notification in your email and you have already completed all of your reports it may be due to someone in your hunting party has the same email address in their profile.
- Where and when do I make my migratory bird Harvest Information Program (HIP) report?
The HIP reports are made each year when you purchase a small game license through the WILD system and answer some brief questions regarding your hunting activity from the previous year.
- Do I need to report my Migratory Bird harvest?
- Yes. Every person issued a migratory bird hunting authorization and harvest record card must return the entire card to the Washington department of fish and wildlife or report the card information at the designated internet site listed on the harvest record card. Any hunter failing to report by the deadline will be in noncompliance of reporting requirements. Hunters who have not reported hunting activity by the reporting deadline for any harvest record card acquired in will be required to pay a $10 administrative fee before any new migratory bird authorization and harvest record card will be issued. A hunter may only be penalized a maximum of $10 during a license year.
- Please click here to report on your Band-tailed Pigeon, Brant, Sea Duck, and Snow Goose harvest report cards.
Administrative Fee — Failure to Report Harvest Activity
- What is the administrative fee for failure to report?
The purpose of the administrative fee is to encourage mandatory reporting compliance. Increased reporting compliance allows the Fish and Wildlife Programs to receive harvest data necessary to better manage the state’s wildlife resources.
- What are the administrative fee rules for non-reporting?
Harvest reporting is required for all deer, elk, black bear, and turkey hunters. The deadline to report on your harvest, regardless of success, is January 31st. Those hunting late seasons (after January 31) must report within 10 days of the season closing per Washington Administrative Code 232-28-299.
Anglers who crab in the Puget Sound for Dungeness crab must report on their summer and/or winter harvest report cards by the dates printed on the catch record cards. If crabbing in Puget Sound for Dungeness crab after Labor Day, please record your catch on a winter harvest report card. If you fail to report on either your summer or winter crab cards, the administrative fee will be assessed during your next Puget Sound crab endorsement.
- What do I do if I reported on time but I’m being charged the non-reporting administrative fee?
If you are at a dealer location during regular business hours, ask the dealer to contact the WDFW Licensing Customer Service Help Desk for verification. If you are making a purchase through the Internet Sales and Service site or at a dealer after regular WDFW business hours, you can email licensing@dfw.wa.gov or call WDFW Licensing Customer Service at 360–902–2464 Monday through Friday 8:00am to 4:45pm.
- If I didn’t hunt and did not report is there still an administrative fee charge?
Yes. The requirement is for hunters to report their activity whether or not they participated in the hunts. All tags with the exception of cougar tags must be reported even if you did not hunt for each species for which you were issued a tag and any special hunt permit(s).
- Can I report after the deadline?
No. The hunter reporting administrative fee is assessed for failure to report prior to the deadline. The Wildlife Program compiles and analyzes the information collected from the reports submitted by hunters. The information gathered must be submitted in a timely manner to assist in planning the next hunting season.
- If I pay the hunter reporting administrative fee do I still need to report?
No. The system will not allow you to enter a report after the reporting deadline.
- What if I want to challenge the non-reporting administrative fee?
Contact WDFW Licensing at 360-902-2464 or by email at licensing@dfw.wa.gov. WDFW Licensing Staff will investigate all challenged administrative fees from the customer.

Receipt of Documents FAQs
- Why didn't I get a confirmation email of my online license purchase?
- The most common reason is that an incorrect or no email address was entered in your personal information. When you are in the WILD system select "EDIT" on the customer home page to enter a correct email address.
- Also double check your email spam box. Your system may have considered it 'spam' and placed the email into this box.

Fishing Regulations FAQs
- What is the Columbia River Salmon and Steelhead Endorsement?
Starting April 1, 2010, the endorsement is required for all anglers 15 or older that wish to fish for salmon and/or steelhead on the Columbia River and its tributaries. The endorsement is in addition to any licenses and all other seasons and rules apply. Please refer to the for the cost. This endorsement may be purchased online or at any recreational license dealer. To learn more about the endorsement, including where it is required, please visit: https://wdfw.wa.gov/licenses/fishing/crss-endorsement.
- What is a Puget Sound Crab Endorsement?
State biologists have become increasingly concerned about the inaccuracies of our Dungeness crab harvest reporting system. In order to ensure that we have an accurate count of those individuals who harvest Dungeness crab, the state legislature passed RCW 77-32-430, which establishes an endorsement fee for harvesting Dungeness crab in all areas of Puget Sound. This allows us to accurately target harvest surveys. The revenue from the endorsement fee goes to the Wildlife fund, and is dedicated to sampling and monitoring of the Dungeness crab population. Click here for more information.
- Why add another fee for Puget Sound crab to my license?
Our goal is to ensure that Puget Sound will always have a healthy Dungeness Crab population so future generations can have the opportunity to enjoy crabbing. To accomplish this, we need three things: accurate identification of individuals harvesting Dungeness Crab in Puget Sound, funding to better monitor the Sound's crab population, and the support of the responsible citizens of Washington State.
- Does the Puget Sound Crab endorsement fee apply to everyone?
The endorsement fee applies to every license holder who intends to harvest Dungeness Crab in Puget Sound, which includes the San Juan Islands, Hood Canal, Strait of Juan de Fuca, etc. If you are going crabbing off the coast of the Pacific Ocean, outside of Puget Sound, then the endorsement is not needed. Click here for more information.
- Do I have to report on my crabbing activities?
- If you were issued a Puget Sound Dungeness summer and/or winter crab harvest report card, then you must report your crab harvest. Failure to report will result in a $10 administrative penalty fee. To complete your report online please click here. You will need your WILD ID number or social security number and the document number(s) of your harvest report card(s). You may also return your card by mail. The mailing address should be printed on your harvest report card.
- Harvesting Dungeness crab in the Columbia River or the Pacific Ocean does not require a catch record card.
- Can I report my fish catch records online?
At this time we do not have this service available. Catch record cards must be returned to WDFW by mail by the date printed on the card. The address is also printed on the catch record card.
- Do I need a Catch Record Card (CRC) to legally fish for any specific species?
- Yes. A person no matter what age is required to have a CRC on their person and complete the information for each required species as they are caught.
- Species requiring entry on a CRC are halibut, steelhead, salmon, sturgeon, and Puget Sound Dungeness crab.
- When a license is purchased via the internet it may take up to 10 days to receive your license purchase. If you plan on fishing within that time, you may wish to obtain your license through a local WDFW license dealer.
- Can I use my online generated temporary license to fish/hunt immediately?
- It may take up to 10 days to receive your WILD system generated license documents through the mail. If you plan to go fishing for salmon, steelhead, sturgeon, Dungeness crab or halibut; or plan on hunting big game or turkey within this timeframe you should consider purchasing your license through a local WDFW license dealer because you will need to have your catch record card(s) or transport tag(s) in your possession.
- You may use the Authorization Number provided to you at the end of your online transaction to fish/hunt for all other opportunities immediately until your documents arrive in the mail.
- Do children under the age of 15 need a fishing license?
Children under the age of 15 do not need a fishing license. However, if they are fishing for halibut, steelhead, salmon, sturgeon or Dungeness crab they are required to possess and complete a catch record card (CRC). CRC's are available at no charge through internet license sales or your local DFW license dealer.
- What types of fish do I need a license to catch?
You need a license to fish for everything but carp, crawfish, bullfrogs, smelt or unclassified marine invertebrates (see seasons and limits). You also need a shellfish license to take anything classified under state shellfish regulations, including sea cucumbers, seaweed, and even squid. Check the latest Fishing in Washington Regulation Pamphlet for exact instructions.

The multi-season deer tag costs $139.10 for residents and non-residents. The multi-season elk tag costs $182.00 for both residents and non-residents. These prices are out-the-door and include all applicable fees. The cost of the original deer or elk license is in addition to the cost of the multi-season tag.
- How many multi-season tags are going to be drawn?
8,500 deer tags and 1,000 elk tags are available. Tags will be randomly drawn by computer selection.
- When and how will I be notified of the drawing results?
Notifications will be mailed within 15 days of the official drawing date.
- How do I purchase my tag if I am selected?
Tags are available to purchase once the draw is completed; usually mid-April. Multi-Season tags must be purchased prior to midnight on July 31 each year. You can purchase tags online, at any WDFW regional offices, at more than 600 WDFW Dealer locations throughout the state, or by calling WDFW Licensing Customer Service at 866-246-9453 Monday through Friday 8:00am to 4:45pm.
- How many applications may I purchase?
You may purchase one application for deer and one application for elk.
- How do I enter the drawing after I purchase the application?
Your application is automatically entered into the drawing (there are no hunt choice numbers to submit), unless you wish to enter the drawing as part of a group. For submittal instructions, and group size limits, please refer to the Big Game Hunting Seasons and Regulations pamphlet.
- How does the multi-season tag affect the deer and elk special tags?
If you draw a Multi-Season tag for deer or elk, then you may apply for all weapon types on your deer or elk special hunt permit applications. You would also be able to apply for both eastern and western Washington for elk.
- Do I earn points for the multi-season application if I do not draw a tag?
An applicant will retain a point each time he/she does not draw a tag.
- What if I am drawn, but decide not to purchase the tag?
You do not need to do anything if you decide not to purchase the tag. Tags will be available on a first come, first served basis until the quota is reached. Once the quota is reached, tag sales will end. Multi-Season applications are non-refundable and non-transferable.
