Special permit opportunities for multiple species across the stateWhat is it?
If you are drawn for a special permit, you will obtain access to hunting opportunities that are unavailable during the general hunting season. The special permit is governed by a weighted-point drawing system. You gain 1 point for every special permit application you purchase. If unsuccessful in the draw category, these points accumulate over the years, increasing the chances of your application being drawn. You may only purchase one application per category, per year.
Resident application fees:
General special permit $7.10
Quality special permit $13.70
Youth special permit $3.80

During the general season you may only have the option to harvest an antlerless elk with the weapon, time frame, and location of your choice. If you were to be selected for a special permit, you may have access to:
An area that is only accessible to 20 hunters, may allow you to harvest any bull regardless of antler size, and a longer hunting season - increasing your chances of harvesting an elk. This is dependent on what application you submit and what area you select.
How does it work?1. Consult regulations
Decide what species you want to hunt for. Each species has their own categories and application types.
Deer or elk: prior to purchase of a special permit application, hunters must have a deer or elk hunting license. A transport tag (with weapon type and location) must be purchased prior to submittal of a special permit application.
Turkey: prior to purchase of a special permit application, hunters must have a valid small game license. A transport tag will be required for those who are selected for a special permit.
Mountain goat, moose, or bighorn sheep: a hunting license purchase is NOT required prior to purchase and submission of a special permit application. A license purchase will be required if you are selected for a special permit. For pricing information click here.
*Submission of a special permit application is considered use of a transport tag. Once the special permit application is submitted and the deadline has passed, the transport tag cannot be exchanged for a different weapon choice or location.2. Purchase application

Triple your chances for success 1 deer or elk tag – 3 weapon typesWhat is it?
If you are selected, you may hunt in any open unit during all general seasons beginning with archery, then muzzleloader, and finally modern firearm. You may hunt up to all three weapon types, but once you fulfill your tag your season is complete. Also, if selected, you may apply for any weapon type when submitting your special permit application(s).
Resident application fees:
- If selected, you may hunt in any open unit during all general seasons starting with archery, continuing to muzzleloader, and then to modern firearm or until you fulfill your tag.
- You may also submit special permit applications for any weapon type.
- Elk multi-season permit holders may hunt eastern and western Washington.
